YEMEN: Saada schools reopen

SANAA, 28 February 2010 (IRIN) - Hundreds of schools in the northern Yemeni province of Saada have reopened after five months of closure following an 11 February ceasefire between Yemen's army and Houthi-led Shia rebels, according to local officials.

More than half the 121,000 students in grades 1-12 who were due to start the current semester last October were invited to return to school on 27 February, Mohammed al-Shamiri, head of the Saada education office, told IRIN.

"We issued a circular calling on all teachers of these schools to come back to their work and resume classes," he said. "We reopened only those schools we can supervise, but not those in districts that are still controlled by Houthis."

During a meeting chaired by Saada governor Taha Abdullah Hajer, provincial education officials agreed that the revised date for the start of the first semester be 27 February and that it should end on 18 May. The second semester is scheduled to run from 23 May to 15 August 2010. The school year usually begins in October and ends in June.

School tents

According to al-Shamiri, some 220 of the governorate's 725 schools, which were all closed during the war, were completely or partially destroyed or looted.

"The Saada governorate leadership and education ministry are contacting donor organizations on the issue of providing tents to be used as classrooms in locations where schools were destroyed," al-Shamiri told IRIN.

As part of its planned humanitarian response, the UN Children's Fund (UNICEF) has requested funds from donors to support the resumption of education in Saada through the provision of temporary learning spaces such as school tents, teaching kits and basic educational items for children, Aboudou K Adjibadé, UNICEF representative in Yemen, told IRIN.

"Funding is also sought for rehabilitating schools, deploying teachers, including female teachers in order to promote girls attendance, and offering capacity development to the Ministry of Education and local education offices to resume schooling in the wake of the ceasefire," he said.

According to Adjibadé, school tents were provided to relevant bodies in the neighbouring governorate of Hajja, where an estimated 120,000 displaced people live.

IDP returns

Abdullah Dhahban, a local council member in Saada, said the government and humanitarian organizations should accelerate the return of thousands of displaced children who cannot access education where they are.

"Very few students had access to education in their areas of displacement," he said. "After the fighting broke out on 11 August, children who fled with their families couldn't get their files and documents from schools in their home districts so that they could enroll in new schools after displacement."

According to a 22 February report by local NGO Seyaj Organization for Childhood Protection (SOCP), some 383,332 children in Saada (about 97 percent of the governorate's school-age children) have been unable to go to school over the past five months. The figure includes those 121,000 children who were due to start this semester in October and those who had never enrolled in schools.

PAKISTAN: Quake causes panic in northern town

MANSEHRA, 28 February 2010 (IRIN) - A 5.7 magnitude earthquake shook parts of Afghanistan and northwestern Pakistan early on the morning of 28 February, according to the US Geological Survey (USGS).

The epicentre was in the Hindu Kush region of Afghanistan, about 175 km northeast of Kabul, USGS said. Tremors were felt in the Afghan capital Kabul but there were no reports of fatalities of major damage.

According to the Pakistan meteorological office, the quake was also felt in Islamabad and parts of the North West Frontier Province (NWFP), including provincial capital Peshawar and the town of Mansehra (about 100 km north of Islamabad).

In Mansehra, one of the towns worst hit by an October 2005 quake that killed at least 73,000 people in parts of NWFP and Pakistani-administered Kashmir, panic caused more problems than the quake itself.

"Thousands of people came out of their houses, chanting religious verses and crying in fear. It was a frightening spectacle," local resident Zaheer Ahmed, 30, told IRIN. "The tremors revived fears of 2005, when so many people saw tragedy."

Khadija Bibi, another Mansehra resident, said: "My granddaughter died in her school in a village near Mansehra in 2005. I feared this morning for my six other grandchildren."

The quake struck at 4.40am local time, when most people were asleep.

"There are no reports of any loss of life or serious injury [in Mansehra]," Azam Khan, a local police constable, told IRIN.

From villages outside Mansehra and in some parts of Swat Valley, people say cracks had appeared in the roofs of some homes - notably those made from unbaked brick. "A few bricks fell from our roof and hit one of the children sleeping in a cot below. But he has suffered only minor cuts and bruises," said Wazir Khan, 30, from a village near the town of Nowshera in NWFP.

Some local residents associated the quake with the one that struck Chile on 27 February. "We had seen the images of devastation on TV and thought the same kind of calamity was now coming our way," Sami Uddin, 17, said.

东北大学 大榜

很多人都说2010东大初七出成绩,这个我也不知道准不准,但我感觉这个很有可能,因为今年的初七是20号,去年东大是2.27出的成绩,况且今年都说成绩要提前出,很多学校年前就可以查单科成绩了,所以大家应该及时关注

成绩出来后,登陆东大的网站只能看见自己的成绩,但是东北大学有很多好心人,会把大榜也就是所有人的成绩(包括参加统考和报名没参加考试以及强军报送的成绩)都公布出来,这个东大的官方网站绝对找不到,所以大家应该在成绩出来后关注论坛,看有没有人能发布大榜

有了大榜就是一个很重要的参考,根据大榜你的排名,以及保送名额等一系列指标,还有招生人数(10年招生人数好像没公布,大家可以参照09年的)就可以计算自己能不能进入复试了

这里还需要注意一点,就是大家的小科都要过线,东大的单科分数线不会很高,就是国家正常水平,这个可以参照历年的东大复试线,还有一点就是总分要过线,去年出现过这样的情况,270分左右的同学恰好排在120名左右,也就是说按照招生人数来看是在招生计划内(复试比例是1:1.2就是招100人会让120
人来复试)但是东大这样的985院校不会把分降到270多分,因为这样会比国家线都低,学校是不会这样做的,通常分数不会低于295了,那么如果真招不满,就会接受其他专业的调剂考生.这一点我也深表遗憾,明明咱们计算机统考专业课分数要比其他专业稍低,这样对计算机考生很不公平,但是我们没有办法,唯一能做的就是好好复习,尽量多考些分

对于确定自己能进入复试的同学,从三月份开始就要着手准备了,因为复试也很重要,关键是复试发挥好了可以拿奖学金,对于大多数同学来说一等奖学金希望比较小,除非你是专业前十,那么复试能扭转命运的地方就在于2等还是3等的问题,及时初试排在后20的同学,复试要特别注意,因为复试考好了不但能省5000
的学费,还能不去秦皇岛分校,所以一定要认真对待复试

整个三月大家应该再沉下心来准备复试,毕竟考研忙活了大半年,过了个春节也算暂时放松过了,最后一搏不要大意啊.还对于某一单科比较低的同学还要关注东北大学的复试分数线,这个线像我前面说过的不会很高,基本就是国家线水平.这个线大约在3月中出吧,我也记不清了,总之大家注意上网搜集消息就是了,现在的社会是信息的社会么,掌握信息就是成功的关键.还有一个重要的东西就是复试名单,这个才是能否参加复试的关键,名单一般会在3,27左右公布吧,同学们可不要等到这个时候再准备复试,因为复试时间一般是4,5左右.

复试之前会有一系列的通知,对于复试准备的东西外地的同学要逐字逐句的看,因为一旦少带了什么还得EMS,比如成绩单,然家要求是学校教务处的章,很多学校闲麻烦只盖了学院的章,

录取结果会在4.11号左右公布

关于找导师,很多同学都很心急,但是大家想想,如果分数一般很早就酝酿找导师的事情,导师也不敢要你啊,万一你没考上,导师再因为答应你耽误了招收其他同学的机会,所以我的建议是成绩发表以后高分的同学可以先跟导师联系了,成绩一般的同学这个时候跟导师联系导师多半不会答应,这些同学可以等到参加来沈阳参加复试的时候跟导师当面谈,用人格魅力去感染导师O(∩_∩)O,说不定老师愿意带你,还能给你有漏点复试题呢,或者面试的时候给你多打几分.或者是等到复试成绩下来再找导师,不过这个一般人等不了,复试笔试面试结束后还要等上一周才能出结果.不过大家放心,及时你初试成绩下来就琢磨找导师,其实那些很有名气的教授都已经在去年10月就被报送的学生给找完了.所以大家自己把握时间吧,只是别等到开学再找就有点晚了.而且对于没拿上二等的同学,就得琢磨找秦皇岛的导师了,这是学校规定的.

总之从3月末到4月出相当紧张,可能那个环节没把握好就会有很大转变了,所以准备工作要提早做好,像复习笔试之类的东西,到时候你才有时间随机应变

MALI: "Reality check" needed in proposed changes to family code

BAMAKO, 26 February 2010 (IRIN) - A husband and wife can keep separate homes, but only with the husband's approval. A divorcée can keep her ex-husband's name - if he agrees. A girl should be able to marry at 15. These and a dozen other changes to the family code are being proposed by Mali's top Islamic council, even though they were blocked last August http://www.irinnews.org/Report.aspx?ReportId=85960 after strong opposition from some Muslim leaders.

Legislative efforts to update a decades-old family code sparked nationwide protests from Muslim associations, which said the new code would threaten religious values.

"Without these amendments, it would be an open road to debauchery," the head of the group within the council created to propose changes to the family code, Mamadou Diamouténé, told IRIN. He said that while Koranic law allowed spouses to keep separate homes, "it is not that anyone can go wherever she wishes without her husband's approval, because we cannot forget that the man is the head of the family".

However, Bakary Togola, a teacher and Malian Association of Human Rights member, told IRIN that Council members pushing for the amendments had to face reality. "The world is evolving every day and we must change with it. there are countries all over the world passing laws to authorize marriage between homosexuals and we Muslims are moving heaven and earth over details that are not worth anything."

These amendments risk pushing people to extremism, said Rokia Traoré Sanogo, a housecleaner who is Muslim. "Here in Mali, not everyone is Muslim. They [High Islamic Council] are acting as if Mali were an Islamic state. At this rate, they will soon demand that Sharia law be imposed."

Article 291 currently states that marriages are celebrated publicly in front of a government registrar, to which the Islamic council wants to add "and religious and traditional leaders". Diamouténé said that otherwise, "it is as if we were trampling over religious and traditional marriage ceremonies".

Article 311 of the draft currently puts spouses on an equal footing. "Spouses owe each other fidelity, protection, relief and assistance. They commit themselves to the community of life on the basis of affection and respect." The council wants to add: "The wife must obey the husband."

The council is proposing amending articles on inheritance, marriage, adoption and family responsibilities, which are at the core of Mali's social and religious values, said the council's Diamouténé.

April vote

Parliament is treading more carefully this time in trying to pass a new family law. "We recall that the Islamic associations, led by the High Islamic Council, sparked unprecedented protests http://www.irinnews.org/Report.aspx?ReportId=85676 throughout the country to remove language [they] considered blasphemous," the head of the national assembly, Dioncounda Traoré, told IRIN.

Two lawmakers, one of whom is a religious leader, are to reconcile the proposed amendments, the code under draft and the existing law, which they will present to parliament for approval in April.

Political analyst and University of Bamako professor, Badra Alou Macalou, told IRIN that lawmakers were hoping to reach a consensus on the contested articles. "The president of the assembly. was clear in saying that the legislators will never adopt a code that will affect again the social climate. I think that in April if the code is not voted [on] and adopted unanimously, it will simply be shelved."

Domestic worker Sanogo is not optimistic of any significant change even if the code is passed. "Whether or not the code is adopted, it does not matter much to me because we know here in Mali, laws are not enforced. http://www.irinnews.org/Report.aspx?ReportId=85737"
